On March 10, 2023, the Landing National Conference on Risk Prevention and Control took place in the equal conference room of Shanghai Landing Law Offices.

With the rapid growth of Landing Law Offices and the continuous expansion of its personnel scale, especially given the strengthening of judicial administrative supervision and the normalization of supervisory inspections in recent years, law firm management and risk prevention have encountered numerous new challenges. In response to new requirements from regulatory authorities and to effectively manage and control law firm practice risks, Landing Shanghai Headquarters and its 27 domestic branches convened this conference. Organized by the Institution and Risk Control Committee of Landing Shanghai Headquarters, the conference aimed to explore strengthening and perfecting risk prevention and control system construction between headquarters and branches, enhancing risk awareness, and fostering collaborative response capabilities. Representing Landing Law Offices, Director of the Global Executive Committee, Liu Yixing, Principal of Landing Shanghai Headquarters, Gao Qing, Director of Landing Wenzhou, Huang Runsheng, Secretary of the Communist Party Branch of Landing Jinan, Xu Longzhen, Director of Landing Changsha, Yin Xiangnan, and Committee Member of the Institution and Risk Control Committee of Landing Shanghai Headquarters, Wang Guanghao, delivered speeches. Heads and colleagues from Landing branches nationwide also participated online.

During the conference, Liu Yixing, Director of Landing's Global Executive Committee, delivered an address. He analyzed significant changes in both the external and internal environment of society and the legal industry, emphasizing that risk control is the foundation and cornerstone of law firm development. He affirmed the achievements Landing Law Offices has made in risk prevention and control, and put forth five suggestions and requirements for the management and various branches. He also expressed expectations for the long-term development of the Landing brand.

Gao Qing, Principal of the Institution and Risk Control Committee of Landing Shanghai Headquarters, presented the development and progress of risk control system construction across Landing Law Offices nationwide, focusing on risk control scope, standardized documentation, organizational structure, and risk management documents. He noted that Landing's current risk control focus is primarily on refining relevant systems, enhancing the national unified case management system, and strictly regulating lawyer service fees.

Huang Runsheng, Director of Landing Wenzhou, introduced risk control construction and experience in Landing's Zhejiang-Hainan branch. Since its establishment, the Zhejiang-Hainan branch has established a professional ethics and discipline committee, reinforced records management, streamlined case approval and review, yielding positive outcomes in risk control. He suggested that headquarters and branches jointly establish professional ethics and discipline committees, unify risk control systems, emphasize conflict management, and bolster an internal branch case sampling system.

Xu Longzhen, Secretary of the Communist Party Branch of Landing Jinan, shared the experience and initiatives in risk control construction in Landing's Jinan branch. The branch established mechanisms such as a major complex cases research and discussion committee, filing system, legal opinion system, and special approval system for lawyer witness services, based on reinforcing Party building leadership and ensuring correct developmental orientation. From case records, conflict searches, risk notifications, judicial fairness and integrity promotion agreements, to case document organization, the branch took multifaceted approaches for risk management.

Yin Xiangnan, Director of Landing Changsha, presented risk control development and experience in Landing's Changsha branch. She proposed that branches should attach great importance to risk control management, clearly define organizational responsibilities for risk control, vigilantly monitor external environments and internal risks, and promptly address issues. Additionally, branches should implement solid risk control measures and refine related rules.

Wang Guanghao, Committee Member of the Institution and Risk Control Committee of Landing Shanghai Headquarters, shared key risk control issues in lawyer work and highlighted instructive case studies. He issued warnings to lawyers in three key aspects: improper meetings, conflict management, and improper case acceptance and fees. He recommended non-criminal lawyers consult professional criminal lawyers before meetings and pay attention to the relationships between headquarters, branches, and subsidiary companies when managing conflicts.

During the free discussion session, attendees engaged in in-depth communication on how to enhance risk prevention and control. Zhang Weilin, Director of Landing Lanzhou branch, shared practical experience in risk control at their branch and expressed the hope that Shanghai Headquarters would promptly improve the risk control system and refine relevant regulations.

Following the conclusion of the free discussion session, Gao Qing, Principal of the Institution and Risk Control Committee of Landing Shanghai Headquarters, summarized the conference and provided work arrangements for the next stage. With 27 domestic branches and over 600 practicing lawyers, risk prevention and control in Landing is of utmost urgency. In the forthcoming phase, headquarters and branches will further refine the risk control system, conduct regular risk control training and study instructive case examples. It is believed that through collective efforts, Landing Law Offices will undoubtedly solidify and enhance its risk control efforts.
