On the afternoon of June 13, 2025, the forum “Joining Forces to Break Barriers—Building an Overseas Ecosystem Together” was successfully held at Landing Tower. The event was guided by the China Centre for Promotion of SME Development, co-hosted by its Shanghai Office and Shanghai Landing Law Offices, and organized by Qiquan Circle (Shanghai) Information Technology Co., Ltd. Nearly 70 representatives from institutions such as the Shanghai Academy of Social Sciences, business associations, and enterprise service organizations participated. The forum aimed to integrate professional services with market resources, address challenges in overseas expansion, and build a collaborative and mutually beneficial overseas ecosystem.
The event was moderated by Ms. Shen Bin, lawyer at Shanghai Landing Law Offices and Associate Professor at Fudan University.
Insights: New Challenges and Opportunities in Overseas Expansion
In his opening remarks, Mr. Yi Xianfei, Director of the Shanghai Office of the China Centre for Promotion of SME Development, emphasized that Chinese enterprises are entering a new stage of going global—shifting from exporting products to exporting industries, supply chains, culture, and brands. However, multinational compliance, cultural differences, and policy barriers still constrain SMEs’ internationalization. To help enterprises mitigate risks and encourage SMEs to actively engage in global competition and integrate into global value chains, the SME Promotion Center Shanghai Office and Shanghai Landing Law Offices jointly launched the “Going Global Club.” The Club is committed to building a high-quality platform for resource sharing and knowledge exchange, providing one-stop services to help enterprises explore overseas markets effectively.
The China Centre for Promotion of SME Development (“SME Promotion Center”) is a national public service institution and a core member of China’s SME service system. Serving as a bridge between local governments and SMEs, the Center actively builds cooperation platforms among governments, enterprises, and organizations at home and abroad, offering services in policy guidance, financing connections, international cooperation, and compliance management to promote SME transformation and local economic growth.
Mr. Zong Chuanhong, Director of the Institute of Urban and Population Development, Shanghai Academy of Social Sciences; Secretary-General of the Yangtze River Delta and Yangtze River Economic Belt Research Center, delivered a keynote speech analyzing “New Trends and National Policy Guidance for SMEs Going Global During the 15th Five-Year Plan Period.” He examined both the national support system and global industrial transformation to provide direction for enterprises.
Mr. Zhan Weiguang, Founding Partner of Shanghai Landing Law Offices, shared insights from a legal perspective on the five major challenges Chinese enterprises face abroad: complex compliance requirements and high costs, territorial limitations of intellectual property rights, difficulties in cross-border dispute resolution, cultural and business practice barriers, and geopolitical and sanctions risks. Having witnessed the journeys of numerous Chinese enterprises evolving from exporting products and technologies to building global brands, Landing highlighted that the path is not always smooth. With professional partners, Landing is committed to building a robust overseas service platform, serving as both a “watchtower” and a “navigator” for enterprises on their global journey.

Following the unveiling, Mr. Yu Xizhou, Vice President of Qiquan Circle (Shanghai) Information Technology Co., Ltd., the operating entity of the Club and organizer of the event, delivered a speech. He stressed that “pooling high-quality resources and growing together” is the core strategy for addressing overseas challenges.
The event also featured the awarding ceremony for strategic partners. Among the 40 initial partners, representatives from 18 organizations went on stage to receive plaques presented by Mr. Zong Chuanhong and Mr. Xue Huanwen, Advisor to the Shanghai Office. This marks the establishment of an ecosystem where “government guidance + professional institutions + market entities” collaborate to serve enterprises, injecting stronger synergy into building a comprehensive, multi-dimensional service system.
Mr. Zhang Yijun, Senior Partner of Shanghai Landing Law Offices, delivered a keynote speech titled “Opportunities and Risks Amid Global Transformations.” He analyzed the underlying causes and turning points of global dynamics and shared strategies for enterprises to adapt. Quoting A Tale of Two Cities to conclude, he emphasized the importance of maintaining strategic resolve in a time of both challenges and opportunities.Looking ahead, the SME Promotion Center Shanghai Office, Shanghai Landing Law Offices, and strategic partners will continue to deepen cooperation in cross-border services. The Shanghai Office will leverage its strengths in policy interpretation and global industrial chain integration, while Landing will rely on its expertise in international commercial rules, overseas compliance systems, and cross-border dispute resolution. Together, they aim to provide comprehensive, customized protection for enterprises going global, building a robust “safety net” and helping more Chinese enterprises navigate global markets steadily and securely, reaching new horizons of development.
