On November 14, 2025, Lexpress officially released its “Lexpress 2025 Top 20 Enforcement Lawyers” list. Senior Partner Haibo Li of Landing Law Offices was honored on the list in recognition of his solid professional capabilities in enforcement matters and his strong sense of social responsibility.

Enforcement is the critical stage at which fairness and justice are ultimately realized. Efficient and well-regulated enforcement services determine not only whether parties’ rights can be effectively fulfilled, but also the authority of the judiciary, the foundation of a trustworthy society, and the health of the business environment.

The “Lexpress 2025 Top 20 Enforcement Lawyers” list was compiled through multidimensional evaluation, including application review, expert assessment, peer research, and client satisfaction surveys. It is designed to showcase the professional strength and service quality of outstanding lawyers in the enforcement field and to establish benchmark figures for the profession.

Selection Rationale

Attorney Haibo Li is a Senior Partner of Landing Law Offices and Director of its Finance Department. With fifteen years of practice, he has developed deep expertise in enforcement and dispute resolution. His interdisciplinary background in both law and finance—including an LL.B. from East China University of Political Science and Law, an LL.M. in Commercial Law from the University of Hertfordshire, and doctoral-level study in global finance at Tsinghua University’s PBC School of Finance—gives him a distinctive advantage in handling major and complex matters. He has served numerous Fortune 500 companies and listed companies, reflecting the market’s strong recognition of his professional capability. In an enforcement case involving a leading asset management company, Haibo Li confronted practical obstacles such as differing standards for cross-regional investigation orders and incomplete real estate registration information. Through dynamic verification of asset leads and the submission of a detailed explanatory memorandum, he successfully secured the attachment of key assets. In an enforcement matter arising from an equity transfer dispute involving an investment center, he strategically embedded an “acceleration upon default” clause at an early stage and, through coordinated asset tracing and procedural linkage, ultimately secured the realization of the creditor’s rights. In an execution-objection dispute involving a large real estate development company, he used the objection procedure as a breakthrough point, coordinated discussions with competent authorities, and ultimately facilitated a court-mediated settlement. Through precise legal argumentation and effective coordination with government authorities, Haibo Li achieved a result that balanced corporate relief with social stability. He also places strong emphasis on integrating theory with practice. His publications, including Practical Guidelines for Private Fund Operations and Protection of Corporate Control: What Shareholders Should Know, provide important theoretical support at the intersection of enforcement and finance. In addition, he serves as rotating chair of the Fudan University Real Estate Finance Alumni Association and as an external mentor at East China University of Political Science and Law. With profound professional expertise, extensive hands-on experience, and outstanding coordination skills, Haibo Li safeguards clients’ commercial lifelines and clears the “last mile” for the realization of claims.
