On July 18, 2023, the 5th High-end Forum on Rule of Law Cooperation along the "Silk Road," guided by the Think Tanks Cooperation Alliance of "Belt and Road" under the International Department, Central Committee of CPC, hosted by Gansu Political Science and Law University and Gansu Law Society, and organized by School of Foreign Affairs and Law (School of International Exchange) of Gansu Political Science and Law University, the Office of International Cooperation and Exchange of Gansu Political Science and Law University, and Dunhuang Law Society, with support from the Shanghai Cooperation Organization Law Schools Alliance and Shanghai Landing (Lanzhou) Law Offices , was held in Dunhuang, Gansu Province. The forum focused on the theme of "Deepening Rule of Law Cooperation, Building a Prosperous Silk Road."

The forum was attended by experts and scholars from various departments, including the Think Tanks Cooperation Alliance of "Belt and Road" under the International Department, Central Committee of the CPC, the Ministry of Education, the Secretariat of the Shanghai Cooperation Organization, the Gansu Provincial Committee's Political and Legal Affairs Commission, Gansu Law Society, the Gansu Provincial Department of Justice, the Gansu Provincial People's Procuratorate, the Gansu Provincial Department of Education, and the Gansu Provincial Foreign Affairs Office, as well as from countries such as Russia, the United States, Kazakhstan, Uzbekistan, Syria, Algeria, and institutions including Zhejiang University, Nanjing University, Shanghai Academy of Social Sciences, Dalian Maritime University, Chongqing University, China University of Political Science and Law, East China University of Political Science and Law, Zhongnan University of Economics and Law, Southwest University of Political Science and Law, Xinjiang University, Shanghai University of Political Science and Law, and Henan University of Economics and Law. Senior partner Wang Yunqing from Shanghai Landing Law Offices, Director Zhang Weilin and partner Ma Zhidong from Shanghai Landing Law (Lanzhou) Offices were invited to participate in the forum.

The opening ceremony of the forum was presided over by Zheng Gaojian, Deputy Secretary of the Party Committee and President of Gansu Political Science and Law University. In the keynote speech section of the forum, Professor Zheng Gaojian, Deputy Secretary of the Party Committee and President of Gansu Political Science and Law University, presided. Professor Gao Zhiguo, President of the China Society of the Law of the Sea and former judge of the International Tribunal for the Law of the Sea, Professor Timofey Bakhvalov from Foreign Languages Publishing House, Professor Liu Xiaohong, President of Shanghai University of Political Science and Law, and Researcher Yao Jianlong, Director of the Law Institute of the Shanghai Academy of Social Sciences and the Chief Editor of "Politics and Law," made keynote speeches on the theme of the conference.

The roundtable dialogue session on leadership from universities along the Silk Road was presided over by Professor Jiao Shengrong, Secretary of the Party Committee of Gansu Political Science and Law University.

The Sub-Forum on High-Quality Development and Legal Guarantee of the "Silk Road Economic Belt" was hosted by Wei Keqiang, Member of the Party Committee and Vice President of Gansu Political Science and Law University. The Sub-Forum on Legal Talent Cultivation for Countries along the "Silk Road Economic Belt" was presided over by Xiang Jun, Member of the Party Committee and Vice President of Gansu Political Science and Law University. Expert scholars from various perspectives engaged in in-depth discussions on the cultivation of legal talent for foreign-related affairs. This included Jiang Siyuan, Secretary-General of the Shanghai Cooperation Organization Legal Service Committee at Shanghai University of Political Science and Law, Song Yunbo, Associate Dean of the International Law School at Southwest University of Political Science and Law, Lin Yanping, Professor at East China University of Political Science and Law, Jiang He, Professor at Zhongnan University of Economics and Law, Dong Jingbo, Professor at the International Law School of China University of Political Science and Law, Zhang Xiaoyu, Director of the Master of Laws Program at Vermont Law School in the United States, Ran Fuqiang, Dean of the Law School at Henan University of Economics and Law, Ma Ling, Associate Professor at the School of Foreign Affairs and Law of Gansu Political Science and Law University, Ma Le, Associate Professor at East China University of Political Science and Law, Zhu Yue, Assistant Researcher at the Law Institute of Shanghai Academy of Social Sciences, Zhang Jianfeng, Dean of the School of Foreign Affairs and Law of Gansu Political Science and Law University, and other expert scholars participated in the in-depth exchange focusing on the cultivation of legal talents for foreign-related matters along the "Silk Road Economic Belt" region.

Lawyer Wang Yunqing delivered a presentation during the sub-forum, titled "China-Latin America Economic and Trade Investment Opportunities and Risk Control under 'Belt and Road'." She exchanged views with legal experts and scholars on five aspects: the evolution and characteristics of language, culture, and rule of law in Latin America; the current state of Chinese investment and trade in Latin America; common dispute resolution clauses in investment and trade contracts in Latin American countries; an introduction and comparison of judicial and arbitration procedures in Latin American countries using Mexico as an example; and suggestions for effectively preventing risks for Chinese enterprises in investment and trade contracts in Mexico.

After the forum, participating lawyers from Landing Law Offices engaged in discussions. Lawyer Zhang Weilin believed that by leveraging the firm's network resources and legal service experience in countries and regions along the "Belt and Road", and combining the research achievements of universities on legal theory of countries along the "Belt and Road", they can continue to provide corresponding legal guarantees for the high-quality development of the "Silk Road Economic Belt." Lawyer Ma Zhidong suggested that delegations be organized to visit and study countries and regions along the "Belt and Road" in a timely manner, providing efficient and high-quality legal services for enterprises from Gansu and even the entire country going global, and making the necessary contributions to economic construction.

This forum was a sub-event of the 6th "Silk Road (Dunhuang) International Cultural Expo." During the conference, important research achievements such as the "Silk Road Legal Library" were also released. It was a high-level and international academic event.
