On November 5, 2022, the thematic research meeting and academic annual conference titled "Reconstructing International Economic and Trade Regulations and China's Response under Significant Changes" was convened at Tongji University. This event was orchestrated by the Shanghai WTO Law Research Association [上海市WTO法研究会]. Hu Min, a Senior Partner and the Deputy Director of the Construction Engineering & Real Estate Department at Landing Law Offices, was an esteemed participant and keynote speaker, attending at the behest of the Association.
Sponsored by the Shanghai Federation of Social Science Associations and the Shanghai WTO Law Research Association, and hosted by Tongji University's School of Law with collaboration from East China University of Science and Technology, the conference was structured around three pivotal seminars. These encompassed "New Research Agendas Following the WTO's 12th Ministerial Conference", "Reconstruction of International Economic and Trade Rules and China's External Engagement", and "Emerging Trends in International Subsidy Regulations". Nineteen renowned experts and professors contributed their insights. Lawyer Hu Min, distinguished as the sole law practitioner representative among the speakers, presented a comprehensive report on the specialized subject of "A Practical Study on International Engineering Labor Subcontracting." Drawing from her extensive legal expertise in serving numerous foreign-related projects along the Belt and Road Initiative, Hu succinctly delineated the principal similarities and differences in legal risk control management for general and subcontracting activities (including professional and labor subcontracting) during the actual execution of these engineering projects. She underscored the imperative to meticulously navigate aspects such as contract conditions, legal frameworks, applicable laws, and potential conflicts of legal values during overseas investment and legal services related to engineering projects. Furthermore, she emphasized the need for a robust synthesis of theoretical understanding with practical application, advocating for diligent attention to both domestic and international contract management and labor employment legal norms. She also provided guidance on the adept handling of methods and timing for dispute resolution, if necessary, in the context of overseas engineering labor subcontracting.
