On the afternoon of April 3, 2026, the launch ceremony for the project “Central Asia (Kyrgyzstan) Investment Risk Prevention and Legal Rules Research” was held in the Fazhigu Conference Room on the 10th floor of the Kashgar Prefecture Bureau of Justice.

In recent years, with the in-depth implementation of the Belt and Road Initiative, an increasing number of Xinjiang enterprises have turned their eyes to Central Asia. Thanks to its strategic geographical location and trade potential, Kyrgyzstan has become the first stop for many Xinjiang enterprises venturing overseas. However, due to information asymmetry and a lack of legal familiarity, some enterprises face significant risks during their outbound investment process.

Against this backdrop, the Kashgar Prefecture Bureau of Justice and Xinjiang Fazhigu Project Management Consulting Co., Ltd. jointly commissioned the project, partnering with Kashgar University, Landing (Kyrgyzstan) Law Offices, Beijing Lintai (Kashgar) Law Firm, and Beijing Bairui (Kashgar) Law Firm. Together, they have launched the research cooperation project “Central Asia (Kyrgyzstan) Investment Risk Prevention and Legal Rules Research,” dedicated to providing systematic legal risk prevention and control support for Chinese enterprises investing in Kyrgyzstan.

The launch ceremony was attended by Xia Yinye, Deputy Director of the Kashgar Prefecture Bureau of Justice; Hua Hui, Head of the Public Legal Service Management Division; Glibanu Abudurexiti, Chairwoman of Xinjiang Fazhigu Project Management Consulting Co., Ltd.; Fan Jiaolan, Dean of the School of Foreign Languages at Kashgar University; Shu Jinyan, Vice Dean; Ma Lu, Head of the Department of Asian and European Languages; Yan Wei, Head of Landing (Kyrgyzstan) Law Offices; Zhang Juan, Tang Wanting, and Li Jingyu from Beijing Lintai (Kashgar) Law Firm; and Zhang Ling from Beijing Bairui (Kashgar) Law Firm.

The project will systematically examine and thoroughly study local Kyrgyz laws and regulations, judicial practices, and the investment environment, aiming to build a comprehensive suite of deliverables, including legal compilations, case analyses, risk advisories, and compliance guidelines.

Government leadership, academic support, and legal safeguarding—this multi-tiered combination forms the exact “safety net” Chinese enterprises most urgently need when expanding abroad.

At the ceremony, a representative of the Kashgar Prefecture Bureau of Justice delivered opening remarks, fully affirming the strategic significance of the project in serving enterprises “going global,” and extending a warm welcome and gratitude to all partners. Representatives from Fazhigu, Kashgar University, and Landing (Kyrgyzstan) Law Offices subsequently took the floor, outlining their initial aspirations and visions for the project in light of their respective functions and practical backgrounds.

Witnessed by representatives from all sides, the Project Scientific Research Cooperation Agreement was formally signed, marking the project's transition into the substantive implementation phase. The representative from the Kashgar Prefecture Bureau of Justice solemnly announced the official launch of the project.

Following the ceremony, the representatives held a working symposium on specific implementation matters. They engaged in in-depth discussions around the research framework, collaborative mechanisms, and deliverable standards, reaching multiple consensuses.

As one of the commissioned parties, Landing (Kyrgyzstan) Law Offices will leverage its strengths in foreign-related legal services in Kyrgyzstan, integrate lawyer resources across China and Kyrgyzstan, systematically review local laws, regulations, and industrial policies, and conduct in-depth analyses of representative cases. This effort aims to produce systematic, comprehensive, and professional research outcomes on Kyrgyzstan investment risk prevention and rules.

The launch of this project fully showcases Landing Law Offices' local service execution capabilities and practical research depth across Central Asia. Moving forward, Landing will maintain a professional and pragmatic approach, collaborating closely with all partners, enforcing strict quality control, and accelerating the translation of research into practice. The firm strives to deliver high-quality outcomes at an early date, eliminating legal blind spots and flagging potential risks for enterprises investing in Kyrgyzstan, thereby contributing practically to the steady and sustained progress of China-foreign economic and trade cooperation.
