On the afternoon of October 29, 2025, the “Seminar on Difficult Issues at the Intersection of Minor Protection and Expropriation Compensation,” jointly organized by the Shanghai Bar Association’s Urban Renewal (Expropriation) Committee and Minor Protection Committee and co-hosted by the Family and Wealth Inheritance Department of Landing Law Offices, was successfully held at Landing Tower. The event received strong support from Shanghai Television’s “Rule of Law World” channel and attracted many practitioners.

The event began with a relaxed and orderly registration session. At 2:00 p.m., the meeting formally commenced. Senior Partner of Landing Law Offices, Lawyer Zhan Weiguang, delivered the opening remarks on behalf of the organizers. He extended a warm welcome to all attendees and highlighted the intersectional and urgent nature of issues involving minor protection and expropriation compensation in urban renewal.

Lawyer Qian Xiaofeng, Director of the Shanghai Bar Association’s Minor Protection Committee, delivered a speech emphasizing that minors are the future and hope of society, and protecting their rights is of vital importance. He noted that during urban renewal and expropriation compensation processes, minors’ rights are often overlooked. This seminar, therefore, comes at the right time and provides an essential platform for dialogue.

The seminar then proceeded to the keynote presentations. Several senior lawyers and experts analyzed and shared insights from multiple perspectives on the complex issues arising at the intersection of minor protection and expropriation compensation.
In the keynote session, Lawyer Jia Xinyan, member of the Minor Protection Committee and attorney at Landing Law Offices, presented on “Protection of Minors’ Rights and the Boundary of Legal Application in Public Housing Relocation.” Lawyer Zhang Jue, member of the Urban Renewal Committee and attorney at Shanghai Zhengce Law Firm, presented on “Evolution of the Rules Regarding Minors as ‘Co-Residents’ in Shanghai’s Land Expropriation Compensation Policies.” They examined legislative background, judicial practice, and representative cases to explore the legal positioning and pathways for safeguarding minors’ rights in expropriation scenarios.

The subsequent roundtable discussion focused on a pressing practical question: “Should minors who were included in allocation slips while living with their parents be deemed eligible for welfare housing allocation?” Guest speakers engaged in a lively and constructive exchange of views, grounded in practical experience and informed by evolving policy trends and judicial standards.

After a short break, the seminar moved into the second round of presentations. Lawyer Gao Yuan, member of the Urban Renewal Committee and attorney at Grandall Law Firm (Shanghai), presented on “Judicial Approaches Concerning Minors in Public Housing Expropriation.” Lawyer Xia Fan, former member of the Minor Protection Committee and attorney at Shanghai Huaxia Huihong Law Firm, discussed “Applying the Principle of Maximizing Minors’ Interests in Expropriation.” Both speakers further clarified the special protection mechanisms afforded to minors in expropriation and resettlement, as well as the judicial criteria governing these mechanisms.

The final roundtable explored whether “residence during minority should be excluded from the criteria for determining co-resident status.” Guests examined the issue from the perspectives of fairness, rationality, and long-term interests of minors, offering multilayered analysis.

The seminar concluded with closing remarks from Lawyer Ma Yongjian, Director of the Urban Renewal (Expropriation) Committee of the Shanghai Bar Association. He reiterated the importance of protecting minors’ rights during urban renewal processes and called on legal practitioners to continue focusing on such cross-disciplinary issues to promote institutional improvement and practical progress.

A special closing segment elevated the atmosphere. Organizers prepared a commemorative publication — Compilation of State-Owned Land Expropriation Cases — containing key insights and representative cases contributed by Urban Renewal Committee members. This seminar not only provided an exchange platform for professionals but also offered useful perspectives for strengthening the protection of minors’ rights in expropriation compensation practice.
