On October 28, 2025, Hangzhou’s business training program on opening-up work officially commenced. Organized under the leadership of the Municipal Development and Reform Commission, the training aims to enhance the overall professional competence of the city’s opening-up workforce and strengthen enterprises’ global competitiveness. It is of important strategic and practical significance for helping Hangzhou accelerate the development of a high-level open economy, build itself into a world-class modern international metropolis with socialist characteristics, and pool strength for that goal. Officials from development and reform bureaus across districts and counties, together with representatives of key enterprises, gathered to learn about frontier policies and practical experience in the field of opening-up.

At the opening ceremony, Chen Zhoubin, a responsible official from the Municipal Development and Reform Commission, delivered the mobilization speech. He noted that advancing high-level opening-up is an inherent requirement for serving the overall national development strategy, a powerful engine for driving Hangzhou’s high-quality development, and a crucial move for enhancing enterprises’ international competitiveness. He pointed out that Hangzhou has achieved remarkable results in opening-up: in 2024, actual utilized foreign investment reached USD 6.542 billion, ranking first among sub-provincial cities and third among all cities nationwide, the highest annual ranking on record; at the same time, Hangzhou has been listed for 15 consecutive years as one of “the Most Attractive Chinese Cities in the Eyes of Foreign Talent,” while platforms such as the Global Digital Trade Expo and the Liangzhu Forum continue to expand their influence. He also emphasized the need to remain clear-eyed about the complex situation created by adjustments in the global economic landscape, the restructuring of international rules, and overlapping geopolitical risks, all of which place higher demands on enterprises going global. He expressed the hope that all participants would cherish the training opportunity, study attentively, think deeply, engage actively, and apply what they learned in practice, while district and county development and reform bureaus should strengthen guidance and services for local enterprises so as to jointly promote Hangzhou’s opening-up to a higher level.
During the afternoon training session, Attorney Chen Xinxin, representing Landing Law Offices, was invited as a guest expert to deliver an in-depth presentation titled “Going Global: See the Road Clearly and Hold the Bottom Line.” Drawing on years of practical experience accompanying Chinese enterprises from China and Vietnam, China and the United States, and mainland China and Hong Kong in their outbound expansion, Attorney Chen’s sharing combined real-world cases with systematic solutions and resonated strongly with the participants. Enterprise representatives commented that the training had precisely addressed their confusion in the going-global process and provided clear guidance for their future expansion into international markets. Representatives from district and county development and reform bureaus likewise stated that they would translate what they learned into concrete measures to serve enterprises, helping Hangzhou companies move forward steadily in a complex international environment and contribute greater strength to the city’s opening-up efforts.
