On the afternoon of April 9, the Jiangxi-Guangdong Comprehensive Overseas Public Service Matchmaking Conference, jointly hosted by the Department of Commerce of Jiangxi Province and the Department of Commerce of Guangdong Province, was successfully held in Guangzhou. The matchmaking conference aimed to pool the collaborative strengths of Jiangxi and Guangdong provinces, precisely cater to the outbound expansion needs of enterprises from both regions, and accelerate the formation of an outbound enterprise cluster. Leading officials, including You Ying, Secretary of the Leading Party Members Group and Director-General of the Department of Commerce of Jiangxi Province, and Zhang Ping, Second-Level Inspector of the Department of Commerce of Guangdong Province, attended and delivered addresses. As one of three comprehensive overseas service agencies invited to present at the conference, Landing Law Offices delivered a keynote speech titled "Driven by Dual Engines of Law and AI: Landing Empowers Jiangxi and Guangdong Enterprises Going Global in Synergy."

During the event, the Jiangxi Outbound Investment and Economic Cooperation Enterprise Association signed a strategic cooperation agreement with the Guangdong Outbound Economic Cooperation Enterprise Association. Enterprise representatives exchanged insights on their current development statuses and demands for overseas expansion.

Zhang Yuxin, Senior Consultant at Landing Law Offices, attended the conference by invitation and shared how Landing safeguards outbound enterprises by leveraging its professional global legal network and innovative AI technology.

I. Confronting the "Invisible Iceberg" of Overseas Expansion: Compliance as the Lifeline of Globalizing Enterprises

Zhang Yuxin first shared the current opportunities and challenges facing Chinese enterprises expanding abroad with the attending government officials and entrepreneurs from Jiangxi and Guangdong. In recent years, China's total outbound direct investment across all sectors has maintained robust growth, reaching RMB 1,245.58 billion in 2025, a year-on-year increase of 7.4%. However, behind the brilliant success stories lie real yet often unspoken dilemmas. For globalizing enterprises, the primary pain point is often neither capital nor technology, but the "invisible icebergs" lurking in overseas markets—geopolitical shifts, divergent legal frameworks, language and cultural barriers, and complex compliance red lines. These systemic risks can run outbound flagships aground at any moment.

Citing the Indian market as a case in point, Zhang analyzed the profound lessons of neglecting compliance risks. In recent years, incidents such as tax audits and asset freezes encountered by certain Chinese-funded enterprises in India demonstrate that overseas, the law can never be merely a tool for "putting out fires after the fact"; it must serve as an infrastructure project for "life-saving risk prevention." Drawing on ten years of on-the-ground experience in high-risk markets like India, Landing has established three core principles: compliance must be prioritized upfront, a "dual-core" drive combining Chinese and local foreign lawyers must be maintained, and mindsets must be upgraded from mere "gold-digging" to proactive "risk prevention and control." Classic cases handled by Landing's India team—such as successfully recovering approximately USD 1.8 million in losses for a client involved in an IGST dispute over a metro project, and securing a 99.5% reduction in tax liabilities during a GST audit—exemplify this professional philosophy and earned recognition from the prestigious legal benchmark "Golden Line Award."

II. The Primary Engine: A Deeply Professional, Globalized "Legal Wheel"

Addressing the universal challenges of overseas expansion, Landing offers a solution driven by the dual engines of "Law + AI." The first engine is Landing's professional, profound, and globally distributed "Legal Wheel."

International DNA and Global Footprint: Since its establishment, Landing has pursued a strategy of "strong internationalization." Today, Landing operates 31 overseas offices across 26 countries alongside 36 domestic offices, offering deep coverage across the Belt and Road regions and major global economies—including Southeast Asia, South Asia, Central Asia, the Middle East, Africa, Europe, and the Americas. This footprint enables Landing to deliver authentic, deeply rooted local legal support with permanent overseas boots on the ground.

"1+1" Team Service Model: To resolve the language, cultural, and commercial communication gaps enterprises face when hiring overseas local law firms, Landing introduced the "1+1" service model. Every engagement is led by at least one Chinese lawyer as project manager paired with at least one senior local lawyer in the destination country, ensuring precise communication of business intent while safeguarding client loyalty and prompt responsiveness.

Full-Cycle Service and Deep Industry Expertise: Landing's services span the entire lifecycle of enterprise globalization, from investment structuring, corporate formation, and day-to-day operational compliance to dispute resolution. Many overseas offices maintain resident professional teams with over three years of local experience, serving a core client roster of listed companies, major central and state-owned enterprises, industry leaders, and premium private enterprises. Landing delivers one-stop solutions encompassing legal, tax, customs, and intellectual property matters, extending its reach from traditional manufacturing to high-tech, biopharmaceutical, and other advanced sectors. Landing's value has been demonstrated across numerous landmark projects: assisting a listed pharmaceutical company in completing a complex acquisition worth over USD 200 million in Indonesia; assisting a Chinese consumer goods enterprise in countering trademark squatting and infringing use in Vietnam while rolling out a comprehensive brand protection strategy; providing end-to-end legal counsel for Yiwu Timex Industrial Investment Group's cross-border M&A project in Kazakhstan; and establishing a systemic compliance framework in Mexico for a Shenzhen-listed technology firm. Landing is committed to serving as an external think tank supporting large enterprises' global strategies and managing systemic risks.

III. The Second Engine: "Nezha Global Legal Connect" in the AI Era

Given that bespoke legal counsel entails certain resource thresholds, small and medium-sized enterprises (SMEs) often face the dilemma where "seeking a lawyer after trouble hits is too late, while navigating risks alone is too perilous." In response, Landing introduced its second engine: "Nezha Global Legal Connect" (哪吒出海法律通), developed by an AI legal technology venture incubated by Landing.

As the world's first vertical large language model platform dedicated to outbound legal services, it is built upon the practical track record of Landing's 30+ global offices. Housing a legal knowledge base covering nearly 50 countries and 12 major practice areas, the platform promptly addresses foundational legal inquiries and intelligently matches enterprises with vetted offline legal counsel. Nezha empowers not only individual enterprises but also entire industrial clusters. Industrial parks and business chambers can procure access collectively to provide standardized compliance support to member businesses, elevating the cluster's aggregate risk resilience. Currently, "Nezha Global Legal Connect" has been selected as an AI Special Support Project by the Shanghai Municipal Commission of Economy and Informatization, serving as an approved solution provider for multiple local governments and trade chambers, with its market value and potential widely recognized.

Landing Law Offices was honored to participate in this conference and fully embraces the responsibility entrusted to it. Landing will continue to deepen regular engagement with Jiangxi-Guangdong comprehensive overseas service partners, maximizing the unique advantages of its "Law + AI" dual engines: acting as a strategic partner to governments and industrial parks in optimizing regional business environments and advancing industrial upgrades; serving as an external think tank supporting large enterprises' globalization strategies; and serving as an accessible, cost-effective compliance counselor and risk steward for SMEs.
